New windows or half bath?

We have a 1913 3bd 1ba in Oakland, CA. It currently has single pane aluminum frame windows. We are thinking of either replacing the windows with dual pane vinyl replacement windows or installing a half bath on the main floor. The half bath would be a bit less expensive and would have more of a benefit to us, but I wanted to know which would add more value to the house.
